State level consultation on Farmer Centric Agriculture Policy

|
Uttar Pradesh is having 25 million of farmers in which more than 90% are small and
Marginal. This major section of rural Uttar Pradesh has not yet been considered
as the important part of development paradigm so far as Government plan and policies
are concerned. Uttar Pradesh is the largest state of the country (17% of total population
and around 7% of total land area) being the sufferer of several natural hazards
like flood, drought, fire in regions that directly affecting farmer’s livelihood
up to a great extent. Apart from these natural hazards, state policies and plans
are not also oriented to this section. Ownership on land and other natural resources,
Insurance and compensation, Special Economic Zones, Industrial Pollution, land fragmentation,
Indebtness and suicidal cases of farmers are some of the burning issues in the state.

Farmers of the state have continuously raised the voice against pathetic system
from different forums and levels. In its continuous journey of farmer’s led advocacy,
GEAG has recently started a process of drafting Farmer Centric State Agriculture
Policy through field level consultations with farmers, CSOs and other stake holder,
secondary information analysis and public hearing programs in different zones.
In this context, GEAG, Sustainable Agriculture Network of Uttar Pradesh (SAN-UP)
and Laghu Seemant Krishak Morcha,organized a one and half day consultation at state
level on 11-12 January 2010 at U.P. Academy of Administration & Management, Aliganj,
Lucknow in which several CSO representatives, govt. officials, farmers from different
areas and other stakeholder will be participating. The consultation was focused
on:
1. Agricultural Challenges towards Climate Change in the
context of U.P.
2. Farmer’s experiences on Adaptation practices
3. Sharing of the draft Farmer Centric Agriculture Policy |
