State level consultation on Farmer Centric Agriculture Policy
 
Specifically in the context of agriculture, Climate Change is manifested in the form of: changes in magnitude (both intensity and duration) and timing of rainfall; changes in temperature and humidity; nature and magnitude of hydro-meteorological disasters such as droughts, floods and cyclones; changes in availability of drinking and irrigation water; loss of agriculture production; reduction in natural resources in the region. These factors in combination will adversely impact agriculture production resulting in decline in food security and associated social and health impacts. It is observed that rainfall has reduced by 10-20% in Bundelkahnd and Eastern UP in last few years. Total numbers of rainy days in a year have also decreased by 20-25% in the regions clearly indicating the changing pattern of weather.
Market forces exert additional stress on the agriculture system and impact the types and scale of agriculture production. It influences the supply of type of inputs—hybrid variety seeds and chemical fertilizer on one hand, while on the other, controls the type of crops grown by exerting control of prices of various crop products.
Journalist from Delhi Mr.Bharat Dogra advocated the urgent need for a farmer-friendly agriculture policy for the state. An alternative agriculture policy which includes all levels of farmers across the state is the need of the hour. The policy besides focusing on production figures should also take care of the overall development of farmers", he said
Agriculture policy analyst Sanjay Vijay Vargiya depicted the social, cultural and economic condition of the farmers. During his presentation, he highlighted the equal participation of men and women farmers.
Chaudhary Laxmi Narayan, Agriculture Minister, Govt. of U.P. was the chief guest in the consultation in the closing session. After having the conceptual clarity of the consultation and demands of the farmers, he accepted some of the demand and positively assured to organizers. During his speech he opened his remark by drawing the current challenges to agriculture in India covering climate change aspects. Over past six decades the contribution of agriculture to Indian economy has reduced from 70-80% to 20-30%. The current agriculture practice has become more mechanized leading to increased levels of unemployment. Therefore mechanization needs to consider the problem and issues of small and marginal farmers who are also dependant on agriculture for employment.
He further announced, that State Government will certainly constitute a commission to review the existing agriculture policy.
Later, a proposal for the alternative agriculture policy was given to the Agriculture Minister Chaudhary Lakshmi Narayan stated that a meeting regarding the preparation of the policy would be called to be part of it.
Some of the main points of the alternative policy include incorporation of small and marginal farmers, benefits to be given directly to farmers regarding the fertilizer subsidy, insurance policy for farmers, proper irrigation facility for drought and flood prone areas to name a few.
